Wither's true identity SPOILERS for post credits scene, and so really the whole game
In the post credits scene Withers addresses the Dead Three and basically calls them idiots for not thinking the other gods would notice their plot to destroy souls, thereby weakening the other gods. He also says the he overestimated them while the player did not. And then he dismisses them as if he's basically firing them from their positions as gods.

What gives?

Consider this:
- Withers has the power to bring people back to life by "striking their names from the Archive".
- Withers is first encountered in an ancient temple to Jergal, the original death god who bargained with three mortals who who became gods of particular aspects of death, taking those roles over from Jergal.

I think Withers IS Jergal, and when he says he overestimated the Dead Three he means that he erred in letting them become gods, and when he dismisses them I think he's saying that he's taking back their powers and responsibilities.

While the Elder Brain may have been manipulating the Chosen of the Dead Three, Withers/Jergal basically makes the player *his* Chosen, albeit not named as such, and manipulates events to thwart all of the evil side: Ketheric, Orin, Gortash, and the Elder Brain.

I figured as he was one of the 3 since they said he was a necromancer and he is a necromancer. Then he suddenly appears at moonrise towers after defeating Ketheric when he always appears transparent. Never giving any insight on anything besides just providing you with some benefits. So that seemed a bit fisher for him to show up there out of the blue.

Old Man Withers is just a friendly wight in tabletop.

Probably an avatar of Jergal though.

He's no avatar, he's Jergal himself. The gods have an accord with Ao to not interfere too much into mortal affairs but they can influence it because they still need prayers from their followers.

Jergal made the Dead Three by turning 3 mortals into gods, at this point they are quasi gods, not as powerful as Mystra or Selune but still pretty powerful.

If you read carefully all the notes and books, there are a few hints on what Jergal appears to be and how he looks, can't recall where you find them though. But yeah my guess was exactly like yours, based on all the info i gathered whilst playing. Withers is Jergal and you were literally his chosen all this time. Quite handy to have a pocket god who commands life and death and is always at your service.

He is not a pocket god, he actually do this just to restore balance because death three entire existence is completely his fault

Hints (notes, books) making it clear he is Jergal can be found in Act 3 in those tombs/catacombs in the graveyard

I found a note inside one of the crypts in the Baldur's Gate Lower City graveyard where Jergal asked a question "What is the worth of a single mortal life?". The same question Withers asked. I too believe WIthers is Jergal.

EDIT: People above commented this already, I didn't notice cuz I had this thread open already and it hadn't updated, womp womp lol
