I don't know if its hard coded that killing him triggers the alarm or if its just that someone else always sees it happen because there are so many other mobs around. In the end I killed him then snuck out using the rafters. Though that only works if you've already smashed open the wall from the outside.

the drums are what aggros the whole base, target them the moment combat starts and you'll only have to deal with the room youre in unless a patrol walks past.
Unfortunately there is no way to kill Dror without making all the goblins hostile - even if none of them see, as soon as he dies, I read that there is a flag that auto-triggers on his death, which seems to be correct. Lore-wise I think it means that since Dror was the king of the goblins and the one they all rallied behind, when he's gone, things fall apart and descend into chaos, which makes the goblins hostile to anything / anyone that isn't also a goblin, because they don't have Dror keeping them in check.
I've killed him completely out of sight / in stealth, I've never let a single goblin hit a single drum, and I've let the environment kill him, nothing changes or stops the goblins from becoming enemies. So make sure you do everything you want to do in the camp before killing him and save him for last to make things easier on yourself. You don't have to wipe out the whole camp if you don't want to (just fast travel out of there via the map after the initial combat is over), but its better to do so because free XP and stuff to sell.
If you mess with the smokepower barrels on that area above the throne, he will sometimes stand up and collect them.
Never managed to put these to use without starting a fight, though it is useful to kill him off first to make the fight easier.
The thing is, once you kill all the goblin leaders Roan disappears whereas the gob trader becomes hostile.
The thing is, it is easier to kill all the other goblin patrols, bands one by one via stealth, if you know what you are doing. If you finish within a turn they wont alert anyone. Also before engaging in a fight the best option is to destroy the war drums from stealth. If you find enemies in a room, lock the door behind you strike first and so on. I even killed about half of the whole goblin camp population(beside the feasters) before i even went inside. I could have killed nearly all the goblins in the camp (feasting) as well, simply because if they wander around you kill them quickly without anyone noticing and you have to just hide the body. Then...nobody notices them and you can keep on killing them one by one.
But I just had to find out for myself. First, I killed everything in the camp except the bosses and what was in their separate rooms. Note that killing Gut was done the typical way - luring her to her chamber and doing it there, then I cleared the main hall areas. I've tried many variants of taking out Dror before Minthara and every way I use, when he dies, she aggros. I killed everything inside his room and then threw him over the edge while he was sitting on his throne. I Placed barrels around him, etc etc. Nothing worked but trying all the variations was fun.
Course, they're evil even without being tadpoled. But hey, your character could reason there's a chance they're not.
Problem is though, the goblins are a rampaging horde. Tieflings can't pass safely through their area. Killing the leaders is probably the most humane way, if done surgically.
Back to OP, no. Killing Dror Ragzlin turns the whole camp hostile. No getting around that that I've seen.
1) Kill the 3 playing cards at the table inside the front gate.
2) Kill the group at the first checkpoint outside the goblin camp <DRUM BREAK IT>
3) I would get the mark from priestess GUT
4) Get the buff from the Priest of Emo
5) Free Volo
6) Kill the group of goblins just past where the goblin is in a hanging cage. The one who doesn't like the absoloute worships goblin god. kill the group way in the back ..they wont agro , then kill the group around the caged goblin ... you can kill these groups and not agro the base .. just stay tight and dont be see fighting them ...
7)Go Halsin .. well i do... kill him and the whole room ... in fact i tend to kill the goblins while he fights them then kill him ...
8)Kill the group of goblins outside halsin prison ... if they didnt run in and join prison fight.
You know that should be good ....
now you just get GUT alone upstairs ... you need to kill her in one round , or have a silence bubble around her and prevent her from leaving... if she yells for help the whole place will go up ...
You should free Minthara if you are going to Now ... have her leave to attack goblin village ..

i use a bard to start singing on the edge of the spider pit ..
There are 2 gunpowder kegs in his room .... bring one more to be sure...
Blast him off the edge to fall into spider pit ..where spiders will attack him .... if he is still alive. There are 2 DRUMS in this room ... but if you use a singing bard to group the room around some barrels ....... nobody is gonna be alive to play them

place is not aggro ..though you just need to clean out the main room and entrance corridor...
Go outside .... kill em all .... sometimes i kill the whole outside first ... killing the outside doesnt ago the interior
