As for itemization, you have a bunch of options.
I also think fighter battlemaster is the way.
You get some nice maneuvers - like riposte, disarm, trip etc.
Dex at 16 to start, use 2 feats to bump that to 20. use a 3rd to get a feature feat... like two weapon fighting, or something useful like that. Last feat (you get an extra at fighter 6) is really up for grabs... better con maybe, or charisma never hurts... or a utility feat, such as sharpshooter... or maybe sentinel?
Lots of choices, but disarming people left and right, getting an extra bonus action per round, and being able to use it to dash, or disengage, or hide... all with a fighter's finesse dps.
(edit)A Fighter thief can be unstoppable, mobility-wise, with a fighter's danger, and a rogue's escape options.
cunning action hide is nice, sure, but eh, not worth the 2 levels.
There's a cloak in the game that means whenever you disengage you create a cloud of obscuring smoke, which seems the only real fit for cloak and sword fighting. Thief makes disengaging a bonus action and gives you an extra bonus action. Also if you can be immune to blindness (various items do that) being in the cloud will give you advantage on your attack which will trigger sneak attack damage.
If you dual wield, you can attack 3 times and yes there are feats and items which will allow you to dual wield finesse swords and get your atk and dmg bonus from dex in your off hand attacks. In this case you put your strongest weapon in the off hand because you get two per turn as a rogue.. But IMO dual wielding is not what I think of as swashbucklery. If I were doing a rogue multiclass / I would lean toward Bard / Assassin or Ranger / Assassin.
But I honestly Intend to build something similar for a run through, and I plan to do battlemaster figher for at least six levels. But I will wait until variant human is available either directly from Larian, or when I feel the game is stable enough to start modding.
