Plot-wise, its not necessary to blow it up. and oddly it blows up on its own if/when you kill gortash.
Plus the Deep Gnomes can sell special bombs that makes the steel watchers a joke.
I always support the Deep Gnomes.
Don't have the guy you need to finish the quest join you. Leave him in the security office and come back for him when everywhere is cleared.
Go back outside and long rest as many times as you need i.e. at least after the first two fights.
Getting the prisoners out of the Iron Throne first might help.
A general Act 3 tip that helps in this area: Make the first thing you do at the start of the act to get the enhanced tadpole abilities so that all your party has Fly.
actually if you loot both the books you can still complete the quest, but its not as straight forward as other games. game design is very smart and absolutely not lazy in my opinion.
