Report a translation problem
due to it being a scroll its supposed to be single use.
wizards are the only ones supposed to bypass that limitation by simply learning the spell.
I don't play as wizard so Gale has this skill now, just after talking with Shovel. Not sure what criteria would be for him to teach character the spell, it didn't work on cleric SH and my pal MC, only on Gale. So probably has to be wizard and maybe sorcerer, maybe warlock too
1) Use the scroll yourself.
2) Don't mock him if you're Dragonborn by making him flap his arms.
3) Don't change his name.
4) Don't command him not to do evil things.
After that, when the conversation end just talk to him again and he will call you a magic sh*t or something and give you the spell.
It's based on my recent experience (this morning) where I followed that after finally using the scrolls hours after I discovered the scroll and succeeded all the skills checks with the book.
