I guess I will have to do the same with 2 of the Act III vendors, but I hate spending money, lol.
Like the ones that progress when you long rest or equivalent to traveling between act 1 and 2 waypoints.
Merchants refill their gold after long rests - so don't worry. Also, there are _many_ merchants in act 3 =)
There is no upper city. The devs lied and the content was removed.
Could you point me to the devs promise about the upper city please? (url to text / video where any Larian dev stated that).

Does traveling between areas count as time sensitive action?
I edited this since it sounded like I was getting worked up. My apologies if it seemed so.
I’ll try using a hypothetical example to make it easier to understand what I’m trying to say.
In Act 1, if you enter Act 2, the goblin/tiefling issue progresses.
In Act 2, if you Long Rest in the adamantine mine, Nere and that place progresses.
So does Act 3’s entering between Lower City and the STARTING area you enter, Wyrms something, back and forth count as the same time progression, or is it similar to entering a location in general?
Did you ever find an answer? People in the answers are being pedantic and I also want to know, like to I have to finish Gortash stuff before moving on, or everything else or can i go into the lower city and back at will and it not effect quests and things.
