my game is broken. Gortash not in throne room.

So I now can't find Gortash anywhere.
I destroyed the Foundry, then went to the throne room, found it full of dead bodies, and had to fight 5-6 guys inside, and all the grenade launchers. killed them, then nothing. Gortash isn't there. the quest itself is stuck, tells me to get his stone but all the sub objectives under it are (Complete).

He is on the top floor above the throne room. All of the dead bodies are on the 2nd floor. There is a stair way in the top right corner if I remember correctly.
