The Quatermaster will still be there. She's a Harper and doesn't require you to save the Tieflings. Or, if you pretend to be a True Soul, there are merchants in Moonrise Tower. As long as you haven't gone into the Shadowfel after the Gauntlet of Shar you will still have access to all of your living merchants from Act 1 except the goblin camp merchant since all the goblins went to moonrise if you sided with them .
Barcus is also there if you saved him (the gnome tied to the windmill).
He is technically correct. Moonrise Towers is in "The Shadowlands" and there are merchants there.
