Bug with medium armor proficiency/ shadowheart ?
Shadowheart wear medium armor - no penality or text to say she is not proficient
Astarion can't wear medium armor without penalty

Is it normal?

Shadowheart has "civil militia" which allow her to get LIGHT armor

I was about to give her the feat "moderately armoured" until i realized she ... does not need it?

Am i dumb? Probably.

its their classes,

cleric can use medium, rogues cannot.

When you level up sometimes you can choose "feats". If you want, you can pick an armor proficiency for that character from that category so that they can wear it without penalties.
