Lay on hands undocumented nerf?

Before the patch at level 5 it was healing for 10 per charge, with 20 healing with 2 charges. Now it's showing it only heals 4 per charge.

Is this a bug?

If you are multiclassed, lay on hands now properly scales with Paladin level, instead of character level. In other words, it was bugged, now is not.
