Larian did here absolutely nothing wrong.
In every game a bunch of ideas / half-made content gets cut out. Literally every game has cut content and it's perfectly fine.
You seem to want to be outraged without understanding what the actual situation is (or how game developement works in general).
And I know you didn't make the list, I just don't see the point in trying to paint Larian as some moustache twirling villain over and over. Of course you can datamine what was in a game at some point in development and call it "OMGGGG CUT CONTENT". In any game.
One thing I would say is that they should've delayed official release and finish Upper city, as it was clearly needed for good conclusion to some questlines, but that's about it.
Besides, pretty sure it wasn't removed for sharing the information everyone's seen 150 times, but for the cesspit the topic was.
