You just select their portrait. If you want it to follow the current character, double-click on the portrait.

Also you can check nexusmods, there are multiple mods to make it more fluid, including wasd overhaul.

there is an option for that in the gameplay or accessibility menu. It makes the camera follow the selected NPC, until you move the camera manually. Double-click your portrait to make it follow you again.

There is a mod for awsd-movement as well

it's not very good. slow even with full slider. camera on PC is fair as far as these games go. i switch between xbox control and keyboard. the controller seems to be the best for running around freely. however neither has a complete item search so lots of goodies go missing.

WASD movement mod is an essential mod for me. I couldn't do without it now. There's a camera mod that lets the camera zoom a lot further out and you can move the viewpoint angle around as you see fit. They're a marvellous combination.
