Yes it is bugged.
Dont loot anything when first entering. go to the press (kill guards or sneak). speak to it TWICE. it will pop out print twice. then go to the far room and loot the good news (about you saying good things) item from the waste basket. put that one in. then rest. it will work. DONT LOOT ANYTHING ELSE until after you complete.
Be prepared for some hostiles up top. Use the roof if you can get up there to make it easier.
The game forced me to kill almost everybody for no reason.
The press was spitting out the wrong info, or the room had the wrong info.
Nothing made sense. Then I was told that everything was hunky dory and I left.
What a disaster.
I did this quest under Patch 3 (haven't tried with Patch 4 yet) and it worked fine.
I actually did this quest by accident when I did it. I had no idea it even existed. It was just that I had never explored Baldur's Mouth in any previous playthrough. So I went in and found my way to the basement. Got in an unexpected fight with some steel watch. Then found the press. Since I had been nice to Dolly Dolly Dolly, the press itself suggested I swap the story out. I did.
Then the next day, the story in the paper was rather complementary to me.
