Flaming Fist are the real villain of Baldur's Gate
When my friends and I get into a fight with banal Banites and Bhaal asinine Assassins openly on the streets they don't get involved. Hell no, they could dent their armour or break their fingernail. But when I check the corpses for messages to expose the cultists I get arrested for theft. My patience is running out, I want to turn my character into the dark urge mid-play-through and level the city, tear everything down stone by stone until the Elder Brain is running out of subjects to infect...

There is no excuse: Ravenguard is in my custody and the other two villains are dead because they talked the talk but could walk the walk.

Flaming Fist are the police of Baldur's Gate. Expecting them to risk their lives is too much for them to care about but taking a cut of the profits when someone is stealing is totally on their priority list. Along with arresting people for misdemeanors on penalty of death.

A second genocide run playthrough is necessary, as is tradition with CRPGs.
You know full well their paychecks are from Gortash right? Even the most righteous Flames will be mind-controlled or mind-locked like the newly appointed Captain in Lower City.

So Flames aren't all bad apples, plus they are overworked by refugees and replacing by Steel Watch at an alarming rate.

Edit: If you really want to kill them without level city which takes a while, go to Ferogyle's Fireworks, start fights til level 2, loot ♥♥♥♥ and what awaits you are at least 30+ Flames and Steel Watch.

You give them way too much credit.
Gortash dead and finally silent. Steelwatch dead and rusting. Orin Dead and bleeding, Ravenguard saved and in custody.
The two nobles still alive in the city with any sway are Florrick and yours truly.

Yup, that's where I had to fight some cultist remnants, to tie up some loose ends.
That fight was really bad, out in the open and on the rooftops and the Watch just did not care until I looted the bodies for clues.
