Got thrown in prison and all my stuff is gone

Yeah that happened to me IRL. Kinda sucks.

In this game though, you can escape and find your stuff in the evidence chest. It should be there.

Escape from the cell in whatever manner you choose then look for an "Evidence" or "Equipment" chest that are always nearby prisons. Your stuff will be in there. Although you will have to wait for the escaped debuff to fall off before going anywhere, otherwise you'll just get attacked and thrown back in prison.

I found an evidence chest but it was empty

I found it and it was locked. I stole the key from the Warden. GOt my stuff back and then killed The Warden

The chest wast not in the hallway. It was in the tower up the ladder where the warden is.
