Eldritch Knight and Arcane Trickster use int for casting, as subclass options
They are the only pure INT class, but fighters and rogues have subclasses that use INT for casting a limited selection of spells. High elves and half high elves also use int for the cantrip they gain.
That is EXACTLY what should be expected...
At level 3 both rogue and fighter can spec into arcane trickster and eldrich knight, they only get to lvl 2 spell and their casting modifier is intelligence
Unless you wanna count Artificer here for whatever reason.

If you have a cleric casting firebolt, if it's from being a high elf or high half elf, then it's going to use int because it's still technically a wizard cantrip. If its from magic initiate , then it's still a wizard cantrip (or sorc, then it would use cha).
