The level progression of this game is broken...
I'm still in act 1 and just defeated the Githyanki Creche's soldiers and just got to lv 7. I'm level 7 still in act 1. The max level is 12, so the game will have a long period without me gaining any levels for like what? I still have nearly 100 more hours of gameplay left since I'm not even done with act 1 yet. So, Will there be next to no progression in the meantime?

I know that adding more levels would be hard to balance but at least they should have toned down the experience you gain to make it more balanced. The only place I went "murderhobo" was the goblin camp, so I doubt this alone was what made me get past over half of the level cap so "quickly" (I have 45,9h played but you get what I mean).

You're doing every single thing in the game so far of course you'll hit max level. Which is not any problem at all. I just started act 3 at level 8 with 49 hours played, I missed a fair bit which is cool I'll find it the next playthrough. If I was level 12 now that'd be fine too the rest of the fights would be easier.

It is a problem with any open world or semi open world RPG. How much side content do you plan for players to complete?

If you plan for them to do it all and then those who don't or miss things will end up being under leveled.

Plan for them to skip it all and those who do everything will hit he level cap early.

In my opinion the latter is the preferable outcome as much as that may stink for some. And I say that as someone who probably spent the last 10-20 hours of the game earning useless XP because I did hit that level cap.
Starting level 7 you takes entire ACT 2 to hit level 10.

Doing everything the game offers shouldn't let me get to max level before I reach half of the story.

The exp needed to level increases substantially.

Xp needed increases and Act 2 and 3 are shorter than Act 1.

But yea you can also mod the game to reach higher than 12.

Game is already pretty easy at level 12 though.

You'll pretty much always hit max level early-mid Act 3, regardless of the amount of side content you do.

Yes, you're going to level up slowly if you grind out literally every little activity; Act 1 XP gains are pitiful for a level 7. The game is designed to let you follow only the main quest and still hit max level, so your grindy playstyle is naturally going to have grindy progression.

I was 7 when I finished act1 too but after act2 I was only lvl9
Act2 is very small

The level progression/pacing is definitely a weak point of the game. It's pretty easy to hit max level in the first half, maybe even the first third of Act 3. I was literally at max level for over 20 hours of the game, despite everything throwing XP at me all that time.

It's a bit unfortunate. The pacing in the mid-levels is either too fast, or the max level is too low. I would have really liked to see a higher max level than 12 and the pacing kept, however. Going to Level 12 was already a really massive power bump compared to level 10.

The lack of any meaningful rewards in the endgame (gold and XP both become worthless) makes the huge amount of side-quests in Act 3 a little less rewarding feeling than they could have been for sure.

I kind of agree. I think the main quest should bet he only thing that grants XP. Meaning the devs and you know exactly what lvl you will be in Act 2. It makes balancing everything easier. Side quests offer items and gold as rewards + whatever effect they have on your game. But there's also something to be said for allowing players to complete every quest in order to max their level for an Act, going into the next act above the minimum level making it slightly easier for them.

I don't understand how this is a bad thing. It just means that you get to enjoy your complete build longer than someone who just barely achieves it before endgame.
