Scrolls...
Are scrolls more powerful if used by a dedicated magis user as opposed to a fighter with no magical ability?

Casters can use any scroll they have, all other classes need to have high enough level.
If you have 5th lvl party (access to 3rd lvl spells), and 4th lvl spell scrolls, your caster can use them freely, while your fighters/rogues/etc would have to wait until 7th character lvl

i think what you're trying to ask is "do spell ability modifiers apply to scrolls" and i'm pretty sure the answer is no, regardless of class.

i certainly do not remember this being a thing. i was using some extremely high level spells on lae'zel early on

i certainly do not remember this being a thing. i was using some extremely high level spells on lae'zel early on
What subclass is your Lae? Cause if Eldritch Knight, that SHOULD count as caster, thus circumvating lvl limit.
For reference - as soon as I realised that everybody can use scrolls, I put a few on Karlach, just to see some higher lvl ones being marked as "level too low"

Battle Master, yes. Ok, now I'm really confused. It MIGHT be connected to Attribute then? Karlach is not shining in mental stats department after all.

If I remember correctly, back then non casters couldn't use scrolls, or at least not higher level scrolls, but it seems everyone can use scrolls now.
