I do not think you got the right trigger, but then what you wrote contains too little details. It might be bugged because the time the celebration happens, the refugees did something too. Try checking on the NPCs with your NPC companions - maybe they get different lines.
There are a few different outcomes there. I believe when you go back to the Grove everything resolves itself.
At least it did for me.
I didn't have issue when I process to that point, iirc I took 3 or 4 long rests as well
There was another player having a similar issue, but for him Zevlor outright disappeared so he could not even finish this questline.
Go talk to other druids if you actually saved Halsin, if you haven't then hes still stuck back in the Goblin Defiled Temple.
Although for me I accidentally teleported back to groove after I bloothbath entire place and never got the chance to talk to any allied captives there and quests basically auto completes.
I don't recall any instance there Zevlor will disappear that early stage of game, unless that particular person killed him or let the Goblin Scout Team kill Zevlor on spot while he way up on the groove entrance defending.
Shove?
I know. It is a bug, he was able to talk to him during the festival, and with Halsin, and with Halsin in the morning. But when he looked around in the grove(while all the other thieflings are getting ready) Zevlor was not present. So it is likely a bug.
If Zevlor isn't ready to talk and you don't see the scout, then the scout must be stuck somewhere and is unable to path to Zevlor.
Game is buggy. Maybe he fell through the ground? Maybe stuck on a rock? Who knows?
