Save the refugees quest bugged?
I defeated the goblins' invasion, not a single one of the allied npcs died. I keep talking to Zevlor but he always says "I think it's the last of them, it's finally over. Just give me a moment" but my brother, you're taking your sweet time considering i took 4 long rests while exploring more of the map. And yes, i saved Haslin as well and killed all three leaders of the goblin army. Hasling also keeps telling me to take a rest so we can celebrate with a party. But no cutscene related to that triggers when i take a long rest.

I do not think you got the right trigger, but then what you wrote contains too little details. It might be bugged because the time the celebration happens, the refugees did something too. Try checking on the NPCs with your NPC companions - maybe they get different lines.

Your scenario never happened in my game.

There are a few different outcomes there. I believe when you go back to the Grove everything resolves itself.

At least it did for me.
Check your quest log, once you freed all allies from Goblin Camp and Defiled Temple you should report back to Zevlor and Halsin which like you stated will celebrate in your camp when you return there and take a rest. The game should kicks in.

I didn't have issue when I process to that point, iirc I took 3 or 4 long rests as well

I talked with all NPCs and i tried talking to Zevlor with different team members but his lines doesn't change a single bit. At the moment i have both my "Save Haslin" and "Save the refugees" quest locked to "Talk to Zevlor" But like i said, he won't let me talk to him.. He's just pointing out that they goblins have been defeated, no dialogue option given.

Go talk to other druids if you actually saved Halsin, if you haven't then hes still stuck back in the Goblin Defiled Temple.

Although for me I accidentally teleported back to groove after I bloothbath entire place and never got the chance to talk to any allied captives there and quests basically auto completes.

There was another player having a similar issue, but for him Zevlor outright disappeared so he could not even finish this questline.

I don't recall any instance there Zevlor will disappear that early stage of game, unless that particular person killed him or let the Goblin Scout Team kill Zevlor on spot while he way up on the groove entrance defending.

I know. It is a bug, he was able to talk to him during the festival, and with Halsin, and with Halsin in the morning. But when he looked around in the grove(while all the other thieflings are getting ready) Zevlor was not present. So it is likely a bug.

If you saved everyone then Zevlor should immediately start berating one of the scouts who was waiting outside the gate. You will have a bunch of dialog options to try and calm them down.

If Zevlor isn't ready to talk and you don't see the scout, then the scout must be stuck somewhere and is unable to path to Zevlor.

Game is buggy. Maybe he fell through the ground? Maybe stuck on a rock? Who knows?

I wasn't referring to the first time you encounter Zevlor, when he doesn't open the gate for his own men to escape a bunch of Goblins. I mean, another invasion later into the game
I'm just gonna say I never have this problem - the only last thing Id recommend to try is talk to everyone in the grove, and i mean it, EVERYONE. That shouldn't take too long. If still broken then roll back to before you kill off the last goblin in the Goblin Camp/Goblin Defiled Temple

I'll try that but i've done a bunch of other things after leaving that quest be in the hopes that i'd only have to let some time pass. If nothing works then i guess i won't get any help to get to the moonshine tower, guess i shouldn't have freed the gnomes, silly me
