You can shoot him with Arcane Interference arrows or use a Sussur weapon as I did to apply silence directly to forehead.
And Turn Undead isn't for him. It's for his minions.
In a previous save I killed him by using mobility spells/skills to stay on him and nuke him down.
Balth minions are not fighting you, at first, they fight the Dark Justiciar Ghosts.
Simply sneak up the door and it will open and aggro his minions.
Then the fight spurs, you hide in his room and let him and his minions fight the Dark Ghosts.
At the end, he will be the only one standing, or he and the big abomination.
At this point he wont be aggressive yet.
Get your group close to him, and instead of talking and making all that scene, Simply sneak up, attack, and if your group is spread he will aggro one each time.
Go attacking him with each member as they go aggroing him, by the time he has a go, he will be almost dead, and probably will have tome for one cloudkill if you were kind enough to not shush him before he can.
Probably in the second bout he is dead, and as soon as he dies, the big ugly idiot will be much more manageable.

Plus at least one of your party members gets nuked in the very first turn.
We actually brute forced this fight, we lost once but our strategy was to keep the range up on the platform before you jump down to the main one, had karlach/shadowheart/Ursa/2 Ice elementals to tank most of the stuff in their while her ranger picked stuff off and my Wizard took out entire groups with Fireball.
The only REAL threats in this fight is Blathazar himself, he hits pretty hard on your squishier targets and if you get unlucky he uses 2 beams on one of your mages/ranges you're in for a bad time. Sleep from the Mages on his side constantly and the big dudes prioritise PUSHING your dudes off the edge. Good luck its actually a fun and tough fight.
The game has created ways for you to cheese it before the actual fight but what fun is that, you also miss out on a lot of exp from the actual fight.
Act 2 boss was way way more difficult.

Just aoe everything. If you struggle - use troll horn, scrolls, potions, bomb - you should have plenty since there were no real challenges prior to that.
But really just 2 lvl 8 wizards/sorcs will be enough.
Probs the OP is typical physical party enjoyer. Sadly melee in this game have no big AoEs, so they suck vs undead.
