Definitive editions ussually only adds in a few quests/changes some systems and bug fixes.
Dont expect most if any of the lost stuff to be added.
so far everything has turned out okay after some save scumming to fix some bugs i encountered.
however, it does really feel like some things are missing and/or not working correctly. im gonna wait for a major patch or two and finish the game up then.
there are quite a few references to the upper city or at the very least people from there that don't seem to pan out so it does seem like it was cut.
Yeah, I think a lot of us also were expecting the Upper City because that is something that the developers heavily implied would be playable (there are hints in-game to this effect also). Plus certain companions you get so late into the game that without an Upper City or similar content to put them through, you basically have no chance to see their story.
Hopefully they mostly finished the Upper City and just had to cut it for launch, and will include it and maybe some tweaks to companion stories (like Astarion and Karlach) in an update at some point.
