I should not have saved Wulbren and his Deep Gnomes
Have the first one yeeted from the windmill, the others pushed into the lava and the wulbren finally executed by the absolutist due to their failed escape attempts.
That's how bad he behaves in ACT III.

I just write that here so others don't make that mistakes.
Why does the rescued gnome bite your hand off?
Because he is a friggin' gnome.
Gnomes are the worst. Halfings at least make nice squishy sounds when you step on them.

Actually the windmill gnome changes that entire quest arc wildly, in a good way. I'd try to keep him alive and continue rescuing him, and pursuing their quests

Did you kill Barcus or something? Its not that hard to have him supplant Wulbren and provide more moderate leadership then that lunatic.

In my run the one you save from the windmill stands up to him and basically takes over leadership of the gnomes and allies with the tech people. Not sure what triggers it but I talked to both of them, took the quest from terrorist gnome to bring a bomb in, then saved the tech peoples prisoners. At the end confrontation the gnomes voted in the good gnome as the new leader.

WHERE?

There was no vote, no thought exchange, no nothing even though (or because of) I saved EVERYONE.
I saved those idiots twice or thrice and they bit the hand that fed or freed them.

Hmm it was the gnome you save from a windmill in the overrun village in act 1. After that he was in several places and I always talked to him and tried to encourage him to make up with the other gnomes. Maybe there are some triggers you need for him to have enough of a backbone to stand up to the others.
