Report a translation problem
An attack roll decides wether you hit, a damage roll decides how man damage you do.
The roll part becomes optional, since the difference is obvious.
You know how 5e works? Your initial post contradicts that statement.

Example:
Enemy has 14 AC (armor class) and you roll a D20 (Dice that go up to 20) to hit your target. Imagine that the outcome of your roll was a 13, meaning you will miss. If you have +1 attack that 13 becomes a 14 and you have enough to match the ac of your enemy, hitting him for x amount of damage. The game just converts these numbers into percentages.
