As this said, it didnt stop me getting the choice to use it or not, just stopped me completing that specific quest and getting a legendary (still sucks but not game breaking)

I didn't sign the contract, got the hammer, and was able to talk to Voss. The issue may be something else, maybe?
Spoiler response to what happens if you talk to Voss with the hammer: The Emperor simply gets upset at you and states that they won't let you back into the prism to save the prince.
You can still keep that plot thread going, though, if you're worried about getting locked out of a potential ending.
