Show the Orphic Hammer to Voss in Sharess' Caress.

Retreived the hammer, beat raphael, journal says go to Sharess' Caress but he isnt there. he also isnt at X:-69 Y:830 in the Lower City Sewers. no quest marker anywhere for him.

Any suggestions?

It is bugged. It happened to me. I searched all of the sewers and I found his dragon in dragonkin form and he is supposed to be beside him. I didn't find a way to fix it. You miss out on a legendary sword as a reward but the story does not change.

As this said, it didnt stop me getting the choice to use it or not, just stopped me completing that specific quest and getting a legendary (still sucks but not game breaking)

I think you are suppose to sign the contract with Raphael to not bug out. I signed the contract and got the hammer. Later on I went to the house of hope and tore up the contract. The fight was legendary and I looted the gloves of strength and heart of constitution and got Voss's sword before I went to the house of hope.

He was there at the ending.

Interesting! i refused Raphael and broke into the house of hope and mine did bug so you may well be right.

You're not really supposed to kill Raphael.. you're supposed to support him.

I've encountered the same bug. Refused the contract, broke into House of Hope, now cannot find Voss.

And here I am actively avoiding Voss, because if I show him the hammer, then The Emperor finds out I have it.

You can actually avoid that by accepting the deal first because raphael will cloak you in a field that the Emperor can't listen to.

I didn't sign the contract, got the hammer, and was able to talk to Voss. The issue may be something else, maybe?

Spoiler response to what happens if you talk to Voss with the hammer: The Emperor simply gets upset at you and states that they won't let you back into the prism to save the prince.

You can still keep that plot thread going, though, if you're worried about getting locked out of a potential ending.

That only works in Raphael's room, as soon as you leave it The Emperor re-establishes surveillance on you. And if you show someone the hammer he's like "Wait a gosh darn minute..."
