It's a single player game.
You can do something called a self-nerf, aka not use it.
I know, that requires will power to avoid temptation, but that's what ya gotta do if you think it is OP and ruining your fun... Not use it!
Why? Why do people do this. You can already win most fights easily if you have a good team comp but perhaps you ♥♥♥♥♥♥ up really bad and don't know what to respec so you supplement with gouls or perhaps you simply want to have fun with ghoulswarm?
they can start by either fixing the corpses or by fixing the tooltip whichever is wrong. and judging from the rest of the necromancy stuff, you need corpses for it, so it is definitely bugged

If you don't like the staff, don't use it.
It's not like it's COD or something.
It's a powerful reward for a very difficult set of skill checks. Most players don't succeed them all OR give it to Astarion.
