Yeah it´s pretty much the case until late game, and then you need some of the best items and multiclass to really benefit from it.

RAGE INFORMATION
Description: Release your unbridled fury to become stronger and more robust.
Gain Resistance to Bludgeoning, Slashing and Piercing damage, and Advantage on Strength Checks and Saving Throws.
Gain a damage bonus to your attacks: +2 between level 2-8 and +3 between level 9-12.
Duration: barbarian rage 10 Turns
Rage ends early if you don't attack an enemy or take damage each turn.
You can't cast or concentrate on spells while raging.
Cannot wear Heavy Armor.
Type: Bonus Action
IMHO, Barbarians dont really care about high AC because usually their CON and DEX are high enough to work better than medium armor. If that's not the case, just wear medium armor and carry a shield. Barbs can still be powerful as a sword and board.
