You are courted once or twice by characters you have rapport with. This is nothing new, and has been in almost every game in this genre I've ever played, the well known being BioWare titles.
If you say no to any single character, it stops. Going to a concert with a woman IRL a single time will have you hear more flirting than in the 40 hours I've played this game.
I'm not telling you you're not allowed to dislike raunchy flirting in the game, but I am telling you that if you're too "puritan" to go through the effort of saying "no" when someone propositions you for sex, you're too puritan to be playing games where you commit mass murder.
