Kithrak Voss is another Githyanki you should have met once or twice (Githyanki patrol in the first map for example), but I don't blame you for not remembering NPC names. Basically he's on a special mission to find the D20-artifact you're carrying, but also has some agenda of his own (again won't spoil much here).
In my understanding it doesn't matter who you blame, you won't be believed. I think you can talk your way past the captain, pickpocket his crystal to open the barrier, or start fighting. Someome may correct me if I'm wrong, but basically the traitor claims are just Lae'zel stubborness.
