Flymm's Cargo basement?

Anyone know where the submersible is suppose to be? I am in the basement and nothing of note to be found.

There's a stack of crate around some corner, look at the ground and there's the grate also there's perception check involved

So, I just accidentally walked into Flymm Cargo's Basement while doing a different Quest under the City. It's close to the area in which there is an unconscious tiefling
