It's supposed to be underwhelming, but usable.
At those levels, with a Warlock, you should be doing Hex + Scorching Ray.
Eldritch Blast becomes better later on ( once you get 2-3 rays per attack ) with the Gloves that can make it cast as a Bonus Action + Haste + Robe that gives another +CHA to damage.
Add Repelling Blast for shoving that works at a distance and has no skill check or saving throw to avoid. Very handy if there's a persisent AoE like spike growth or Evard's Black Tentacles behind the target, or a chasm of doom (the latter being less useful if you actually wanted to loot the corpse, of course).
If you have nothing better to concentrate on, Hex will give you extra necrotic damage per hit. But eventually Hex will be a pretty mediocre choice for your concentration slot.
Maybe he meant Bless for +to-hit?
