Not really.
Developers explained karmic dice not really influence the challenge of the fight and not even intervene in this case.
"From now on, loaded dice will only bend RNG in the rolling character's favour. That means you will not be made to miss to make up for a lucky streak of hits. This change also applies to NPC's and enemies, so the effects on the relative challenge of combat should be minimal."

Is simple an additional fix to the natural problem of the pseudo randomness of pc/videogames.
I constantly use him. He's not. It's your bad luck.
He is half blind. He ought to miss at least 50% for canon.
In order to gather the data properly you would have to run 100s of the same roll to calculate how far off it is. Also keep in mind it says 80% but it's still a dice roll on a d20 it's just doing the statistical math for us to make it easier to process the odds. So a 95% means you probably can't miss barring a Nat 1 which is a critical miss, I believe and 80% is a 4 or lower on a D20 assuming it calculates AC and bonuses vs debuffs, advantages and gear all that, then it could be higher or lower just thay the game thinks that's roughly accurate to your odds.
It's not entirely impossible he is bugged for some odd reason or another, but they easiest method of testing if it's the save is start a new game and see if he is just as bad? But I have had no issue on the accuracy front with wyll in my games
One thing and I’m not sure I’d this could be related. But somewhere at some point he lost his starting weapon. I don’t know if I accidentally sold it off or what. But I remember him suddenly not having a weapon. Right now he has that early glaive. But he even misses with the bow and his eldritch blast!
