I eventually pulled it off and got a lantern. but there's no way this was intended.
I respecd astarion to thief rouge so I could triple dash, and gave him longstrider and enhance leap then got to exploring as much as I could. here's the path i took that led to the moonlantern.
from the south most bridge I ran straight west and around the corner to a door I could pick open (14 DC). that warped my party inside where i was safe. inside there's a hidden button that opens a passage but there's just some vendor junk and a soul coin.
exiting the way I came in, I went south, there's some enemies there but also a street lamp that gives protection from the shadow curse. thewres some cultists here that i killed assuming the were enemies. turns out the absolute cultists are friendly despite me opposing them every step of the way. whatever, it makes things easier.
I entered the tower through the first doorway (its opposite the dock) then left up the stairs. follow the blood through the door to the east but only a few steps or your trigger an event. misty step up to the top of the stairs (i used a neck i had) up the middle stairs then through the door on the right. you'l see an ogre named Glourik. luckily shes not very bright and you can lockipck the door shes guarding since shes not actually looking at it. i managed to fail the DC15 3 times despite a +12.
Right there in the middle of the room is the moonlantern.
please don't ask how long this took me to figure out.
