Have you tried sneaking in close to your target without them noticing you and using it. It'll draw in just about everyone around it if they don't have something else more pressing holding their attention.
It's a sure fire way to pick pocket with ease.
Turn based mode makes sneak pretty OP if you can abuse one person holding your targets attention in some way.
