This appears to be why many quests seem to have no conclusion and just complete. It seems many quests you get in Rivington and baldurs gate lower city were meant to continue onto the upper city according to data mining buy they just chopped it all out and sold it as is.
It also seems that there were a ton of set pieces and events in the upper city which fleshed out the ending a bit more.

most games have content that does not make it to launch, it being removed=/= it is missing.

using datamined information to judge it is, and always will be, a faulty method.

Goulash was supposed to move to the uppercity and have a bunch more quest opportunities instead the just stuck him in the keep and chopped his entire arch out. Also the brilliance club were meant to have a bunch of upper xity followups and and there is a literal dump of hundreds of quests and events that just don't exist

Pls think realistically. The game and story are already super intricate and dense. Cut content isn't a bad thing, it means that maybe it didn't fit the story or woulda forced an Act 4 and maybe the devs didnt want to spend another 2 yrs in development figuring that out and reshaping the story

things get removed, that doesn't mean they are missing, it means they were never meant to be given to you.

if your not meant to have something, then is it missing? obviously not.

cut content is just that: cut, it is not meant to be included in the release version, and as such: isn't missing for release.

games undergo changes during development, some things get added and other things get removed, yet not everything gets removed from the files, for one reason or another.

the trailer for super mario sunshine has a "strolling" stu in the plaza for the trailers before the game came out, but upon release its not in game, cause they went a different direction (clean up the ink events)

that was 2002, 2 decades ago.

this is nothing new.

You have know idea what they cut and didn't. ACT 3 was not given the same care
as the first 2 from what I've experience so far in my opinion.{and the lag there really needs to be addressed} As far as stuff getting
taken out....who knows....you don't that's for sure lol!
