You will have options if you want to play a tall muscular character, but you won't be able to manually tweak your height or the shape of things like the nose specifically like you can in any of Bethesda's RPGs. It was too difficult to implement in a game like this, that has to a much greater scope of things.
There are character creation tools, which are present in the EA. But it's going to be mostly the same, just with a few extra options and features.
That's it. And most of that isn't in until full release.
