Once that ends you're free to approach them again unless they REALLY hate you. I suggest long-resting or just being away from the NPC in question for a while just to be safe.
I've never used it.
It's not recommended unless you are going to kill that person, or never interact with them again. It's also somewhat buggy in EA. So basically...probably best to avoid in EA for now. In full release, don't use it on people unless you're fine with a conflict later on.

It's a questionably-named cantrips for sure. It's very much NOT for making friends, it's for forcing somebody to temporarily be your friend against their will, with them knowing what was done to them afterwards.
I very much appreciate the gallows humor Larian throws our way, even if it seems some people don't really think it through and just go "oh neat!' and cast it. I feel like that was very much intended haha
