If not, the druid bear is fundamentally different than the normal bear.
If so, I don't think you have thought through what murder would mean in a fantasy world in which there are many sentient creatures other than humans.
Ever heard of the bystander effect?
Assuming is how it happens.
Case and point:

Sex is a much more hot topic for many laws than murder scene.
But is evoked and not shown sexuality is also forbidden by the law? It doesn't seem clear at all.
Moreover the case is rather ambiguous as it's a druid with animal apparence not an animal.
Good ol' Ultima with the dungeon rooms full of aggressive children.
The things a man must do for his dynasty.
Nothing personal, it's just business.
Being that no actual scenes will be shown of this act, it is not illegal. Which the OP answered in his own text 'The law makes it illegal to possess images of people performing sexual acts on an animal, whether dead or alive. It is the task of the judge or jury to decide whether an image is pornographic.'
The point here is there's no representation at all, and most probably a false law topic. Could be some disguised dev/publisher trying capture mass media attention to get ultra rich and flee on some paradise island.
