They didn't really nerf it so much as made it work how it's supposed to work. Yes, it's an ultra niche cantrip and most people do not ever learn it due to how just about every other cantrip is more useful in more situations.
Well you don't want it to be OP and it's not meant to be spammed, however the npc eventually forgets I'm pretty sure so if you teleport away you'll be fine... I think lol
For the duration, you have advantage on all Charisma checks directed at one creature of your choice that isn't hostile toward you. When the spell ends, the creature realizes that you used magic to influence its mood and becomes hostile toward you. A creature prone to violence might attack you. Another creature might seek retribution in other ways (at the DM's discretion), depending on the nature of your interaction with it.
Works as intended, don't use it if you want to stick around or come back.
And no it's not a good spell unless you want to create chaos, which some characters do want to.
