Preset faces are going to get old really fast. Already it bothers me quite a bit in EA and I can never seem get a face I'm really happy with.
All what you stated is simply make up, hair can be changed with wig and beard can be attached, such as beard of many santas every year, then tattoos can be painted over, there is lenses to change eye color, makeup is... make up. Even scars is something that not natural to the body, though not as makeup as things i stated above.
All of it can make an illusion of different face, as person with mustache and without them can look different, but it's in core will be same face. While sliders allow to change base structure of the face, making them unique for real.

Your "junk" is presets too, TC makes no sense.
Why would being able to change your junk have any relevance on limited face options? its not like they have 100 different penis configurations.
The combinations are nearly endless! The only limit is your imagination!
