Then there is the toughness feat, although I don't know if you would count that as a buff or not. It increases health 2 hp per level, which is the equivalent of 4 con.
If you make a barbarian with with 16 Constitution and give them the toughness feat would be getting 17 hp per level, so 17 multiplied by 12 is 204 HP.
May be a little less if the final game does averages instead of rolling for health.
17+12*11+36= 185 hp
Without buffs, I think that's the highest you can get.
Looks like we both went with the same build, but I didn't know if HP was being rolled or averaged.
Thinking about it, you might be able to get a little bit extra by dipping Dragon Sorcerer for the additional +1 HP per level on top which easily counterbalances the lost HP from the sorc hit die. But I don't think there's enough ASIs for that.
Generally permanent progression things being rolled would be too save-scummy i imagine, and too hard to balance around. Imagine the party continuing to roll garbage hp, and simply not having enough by lategame, since it likely won't dynamically adjust encounters like a dm would
Wildheart - Bear should give you resistance to pretty much everything so effective health would be 370.
Be careful though, if you make a min maxxed character you will be mad when you miss because you expect to hit, but if you make a jank character you expect to miss and are happy when you land a hit

I don't think the draconic +1 ho/level is applying to anything other than sorc levels.
You'd be correct, so never mind that. Straight Barb is the way to go.
