Persuade -> A dangerous trap. Don't use it.
I've been playing for a while now, and since I'm a charismatic sort, Iv'e been using my powers of persuasion throughout the game, but in my last encounter with some goblins, I could either persuade them all to leave for 70xp and no loot, or I could fight them for 380 xp and tons of loot.

Persuasion seems to not be balanced at all, and should only be used for non-combat situations. Always do the fight.

You're looking at it the wrong way. It's a role playing game. You're playing a role.

If you want to be a charismatic smooth talker that wants to diffuse situations with words then that's what you are.

If not then build the character differently. Being a murder hobo is easy.
That's all well and good, but I'm at a stage where everywhere I go, things far outlevel me and i'm hurting for xp so I can get more levels to be able to match the level of things I face. I love the role playing aspect, but when it's to a point now where I'm borderline softlocked because of being underleveled.

My character is a bard. Has done a crap tonne of persuasion and stuff and if you're in the village I was level 5 five by that point, finishing off act 1 got me to level 6, so I'm wondering what it is you've been doing to be so underlevelled.

Just seems like you've not explored much or done much in the way of side quests.

Persuade them, stop the time activating turn based mode, and attack them.

I'd like to know what you have done that I haven't. I'm still just level 4. I don't want to drop spoilers in here, but...

I've explored the swamp, the entire area around the crashed ship and druid grove, I've explored the dungeon on the east coast, cleared out the entire rotten village, and been through the goblin camp on friendly terms. I've killed one of the three goblin leaders and I'm currently stuck on 6 fights. The only one I think I could handle with some resets and lucky rolls is the Paladin fight... everything else needs at least 1 more level before I can even consider it.
1: The Spider Matriarch.
2: The Hag
3: The "Paladins of Tyr"
4: The Githyanki patrol
5: The goblins invade the grove.
6: The Goblin leader who is surrounded by followers.

My Paladin uses persuasion when I want someone to make a different choice and don't want to cleave their face with a greatsword. If I am indifferent to them living I use intimidation or *draws weapon*.

I assumed that they ended up being in the Goblin camp later when persuaded them to leave at the windmill in the Blighted Village. I didn't pay attention to the names of the goblins though. Is that not the case?

I don't want to be "that" guy but I did all of those fights at levels of 4-6. You also don't have to fight the Githyanki patrol, at least I didn't, as I had Lae'zel with me.

The Paladin fight is actually pretty easy. It was more difficult in EA. Just focus Anders, the other two are not an issue. And if they are you can easily handle them with crowd control spells like hold person, sleep etc

Spider Matriarch I stumbled upon by accident, but there are tactics you can use to make it easier. If she warps up onto a web bridge, burn the bridge with a fire cantrip or attack, the fall damage will hurt her. The mass spider hatchlings she summons can be a pain but aoe will easily deal with them.

Hag I did at level 5, it's still difficult, and requires some prep work in hindsight. But multi target spells like magic missle really help get rid of her clones. If she sets the cage alight that Mayrina is in, then put it out by conjuring water on it, throwing water jug at it, or using frost cantrip.

Githyanki can't comment on, didn't fight them.

I didn't let the Goblins invade the grove. I kill everyone in the goblin camp. The guys outside can be made super easy by being sneaky and putting poison in the punch bowl, this kills a lot of them outside and you can still talk your way out of being caught for doing it so they don't attack. If you then go through the courtyard there is an area where you can climb up high to get advantage and start the fight on your terms. This also drags the remaining goblins outside to you and lets you handle them piecemeal.

When you then go into the fort, the goblins inside are still peaceful and you can talk your way through. I got the witch goblin into a private room through conversation, shut the door, then killed her.

The hobgoblin guy I just outright attacked. IT agroed the whole room but goblins are super weak, they have strength in numbers but that's about it. And by level 4-5 you should have some basic aoe to get groups of them, or be able to nuke them down by focus fire as they don't have much HP. Doing this route though makes the rest of the fort hostile to you including minthara. So you as you continue to try and find Halsin there will be more fights on the way.

For reference my party was my MC a bard, Lae'zel, Gale and Shadowheart.

Are you using more than 4 party members (via the mod that lets you have more)?

If the game works the same as tabletop, more party members means less xp each. No idea if it does work that way though.

you should be able to do 1, 3, 5 now, these are hard but doable. 1) has a bit of a trick to it that makes it much easier. There is another option around 6, and a whole other place you can go. You are not nearly close to softlocked or really underlevelled at all.
