Be certain that if you're using Steam overlay that the controller settings are 100% set to all controller without keyboard/mouse emulation. (There are subsettings that need to be checked, too. Little gear icons next to the settings.)
If you played EA, the default controller layout was keyboard/mouse emulation. It will carry over into release unless you reset all of it. The default keyboard/mouse emulation in EA also had the right joystick as a "joystick mouse" emulation under the right joystick settings. Be sure to check that, too. Be sure that D-pad down is set to D-pad down.
If you're using an Xinput controller (such as Xbox), you can turn off all controller support in the overlay and let the app handle it.
(I use a PS controller that isn't Xinput, but the Xbox controllers all went bad kinda fast. So, I'm trying something different. That means I have to use the Steam overlay for stuff including some non-Steam games, but it has a prettier interface than DS4Win and can program the back paddles without a PS5 and can configure per-game without a lot of extra configuration settings.)
