Report a translation problem
the description on those says something about them losing their power if exposed to sunlight. which still doesn't really make sense because 1. they are in your pack, not in the sun, and 2. I actually tried casting the daylight spell on them and it didn't do anything
Now I cannot find which vendor so I cannot progress.
What? Why did you sell it off you fools? I addmit the item isnt marked with a orange border like other key items. This is a clear oversite by larian. Did you all miss the part where the pixie tells you to your face that the item buffs you? Or did you skip the dialog? Also it's only worth 1 gold you silly butts.
Regardless here are some things I would recommend in this situation:
1.) As far as I can tell a vendors inventory doesn't disappear or reset unless the vendor dies, a significant change happens in the world (like a quest being completed), or they move to a new location. Judging by your messages yall tried this allready but if I was in the same situation this is where I would start.
2.) Start walking back your saves until you have a load where you have the item. Even if your like me and forget to save often the game auto save a decent amount, like everytime you rest for a full day. Yes you would lose progress but your save will no longer get be bricked.
3.) Email Larian support directly:

Considering the item isn't marked as a quest item when it most likely should I would think this easily counts as a bug.
I never had to use their support thing myself yet (and hopefully never will) but every interaction I heard from them they seem to be chads about the situation and respond helpfully. Pretty sure they can take your save file, put the bell back in, and give the save back.
If none of this helps.... well idk. Maybe pay more attention to items and read the descriptions :-p.

I'm glad I didn't sell it as I tend to get bored with traders and kill them after a while lol
