Report a translation problem
Several people have posted that it can break the game because it can cause Haslin and the entire Druid camp to aggro on you. I'm considering letting the goblins kill my PC to see if that removes it. I hate to have to replay the entire goblin camp again because I don't know which fight I picked it up on.
One guy did post that once he moved on to Act 2 it went away.
Holy SMOKES! There is a paralyzed tiefling in a shed in the Emerald Grove named Pandira. She is labeled as a "witness". Go in the shed, close the door and kill her. Anyone who comes in, kill them too. IT WORKS! You can clear the entire goblin camp and return a conquering hero!

100% WRONG. I got it EVERY TIME I killed the last goblin boss no matter what order. Go back and do what I said THEN kill the last goblin boss.
No, sorry, you are not correct. In my play-through, there is no witness in the Emerald Grove, PERIOD. The "crime" did not even take place in the Emerald Grove. Stop assuming your situation is universal.
