The second piece is only applied in act 2 / after act 1 (he should say so that "he needs time" - just adding that as you said "nothing happened").
That might depend on your choices in act 1. You could e.g. be passive about the goblin-tiefling conflict and make them stay at the grove. I guess that's why he wouldn't move to "act 2" / last light location. Also, from what I read you shouldn't kill the strange ox in act 1.
