I suspect it's a known bug. They fixed long dialogue pauses today, I wouldn't be surprised if this issue was addressed before long.
I've never seen it as consistently as you are though, for me it's rare.
It feels that now it happens a bit less tho
I think it's the same error that sometimes causes multiple NPCs to Dash and then one of them just stands there doing nothing until they suddenly end their turn. It's likely because they tried moving at a time where the path they needed to run was temporarily blocked by the other NPCs so they end up not moving. But the AI knows it game the command to move so it thinks it's done but the NPC isn't in the spot the AI predicted so it becomes confused and eventually times out and ends the turn.
The same can happen if two big NPCs (like two giant spiders) are trying to move through or access an object in a tight space. They'll each assume the other is a normal size NPC and ends up block each other and just stand there trying to move for a long while before giving up and ending their turn.
It happened occasionally in act 1 but only for a handful of seconds.
