I understand the +1 to hit, but isn't +1 to damage worse than 1-4 fire?
Not if you hit 5% more often.
As for how it compares to other options, it really depends on your build.
Imo "uncommon" is a suitable rarity for it.
Would actually be disappointing if it's so good that it overshadows what you'd find for most of the early game since it would become almost required to get it.

You can dip a sword in fire and so you can still get the fire bonus. The sword already being on fire basically just saves you the bother and a bonus action
I mean seems pretty great to me considering I didn't need another weapon through all of act 1. BUT it's still a lower level weapon nonetheless so not surprising it would be green as well.
