Charisma isn't just "likeability," it's literally the leadership stat. There's plenty of physically strong people who no one wants to follow, and physically weak people who just have a magnetic personality.
I don't know why people are saying it's based on Strength.
Probably because it's an optional rule in tabletop, but yeah by default (and in this game) Intimidation is Charisma.
