Rescue the Trapped Man / Waukeen's Rest Quest Broken

I was playing coop and exploring when we came upon Waukeen's Rest. Our characters would say the dialog about someone being trapped, so we went inside the burning buildings but everyone was dead. We reloaded to before we even discovered the location, the map was black in the area, and re-entered. Everyone was still dead. After looking up the quest online, it seems there should be a cut scene and skill checks but we never saw any of these. For us that main door is just gone and instead of 4 NPCs pushing on it there are 3.

Has anyone found a way to resolve this? It looks like the quest rewards are good and I want to complete this.
