Oh i saw him while exploring the sewers you need to have a long range weapon to hit the lever and use the ramp thing. I havent gotten the hammer since I am recruiting minsc i just found a passage way while exploring. But found Voss

I just reach almost final part of the game. Just ignore sewer if he´s not there and continue in main story. You will have oputurnity for finish this task. I hope, this could help. And hope you understand my 100 level English :D

Hey, man. Also faced with such a problem. In order for the Voss to come to the camp, you need to leave the temple and teleport to any other location. The game will automatically move you to the camp, and activate the Voss scene during sleep. This should be done in act 1. Sorry for my eng. I hope I was able to help, and I wish you good luck.

Voss not appearing in Undercity seems to be a common bug as of now, there are currently no known solutions for it, so please report it if it happens to you. That said, he does appear at the end if you decide to free Orpheus

You can get him to move by using minor illusion, or simply chugging an elixir of strenght and bodilly carrying him out.

For me Voss was near the "raft" in the sewers, not too far from the sewers waypoint
